Establishes the Associate Degree for Transfer (ADT) Intersegmental Implementation Committee until July 1, 2025 to oversee and strengthen the ADT pathway as the primary transfer route between California Community Colleges and four-year institutions.

Requires the Intersegmental Committee of the Academic Senates to establish a single lower division general education pathway meeting requirements for both California State University and University of California transfer admission by May 31, 2023, or requires administrative bodies to do so by December 31, 2023, effective fall 2025-26 academic year.

Mandates California Community Colleges place students declaring transfer goals on ADT pathways by August 1, 2024 where such pathways exist for their intended major, allowing opt-outs for local degrees or University of California/independent institution transfers.

Requires the committee to provide Legislature recommendations by December 31, 2023 on transfer rate goals, STEM unit thresholds (no more than 6 additional units), and strategies to close racial equity gaps in transfer outcomes.

Authorizes use of California Community College Guided Pathways Grant Program funds to support ADT implementation and requires reimbursement to local agencies for state-mandated costs per existing procedures.
