Establishes the Cradle-to-Career Grant Program administered by the Department of Community Services and Development to address child poverty and achievement gaps among California children of different races and socioeconomic statuses.

Awards grants available to community-level or regional networks, including community-based organizations and nonprofits, for planning, coordination, systems support, and place-based implementation of data-informed solutions to address service gaps.

Creates the Cradle-to-Career Grant Fund and authorizes the department to set aside no more than 6% of fund moneys for administrative costs.

Establishes legislative intent to appropriate $60,000,000 total ($30,000,000 per year for fiscal years 2021-22 and 2022-23), with $3,000,000 annually for planning grants and $27,000,000 annually for implementation grants.

Requires the department to convene a workgroup to establish common indicators, metrics, and application processes for grant recipients, and allows recipients meeting program requirements to receive two-year extensions subject to departmental approval.
