Appropriates $20,000,000 annually from the Mental Health Services Fund to support college mental health services: $3,000,000 to the University of California (if accepted), $7,000,000 to California State University, and $10,000,000 to California Community Colleges.

Requires funds be used to support campus student mental health services and mental health-related education and training programs.

Mandates participating campuses submit biennial reports (beginning July 1, 2024) to their respective chancellors/presidents detailing how funds are used, services offered, number of individuals served, and data disaggregated by race and ethnicity when possible without compromising student privacy.

Requires chancellors and presidents to submit received campus reports to the Legislature in compliance with Government Code Section 9795.

Establishes the College Mental Health Services Program as Part 3.3 of Division 5 of the Welfare and Institutions Code to address the finding that 75% of lifetime mental illness begins by age 24 and suicide is the second leading cause of death among college students.
