Establishes a 10-member task force convened by the State Department of Education to study implementation of existing law protecting pupils' rights to wear traditional tribal regalia or recognized objects of religious or cultural significance at school graduation ceremonies

Task force shall consist of nine representatives from California Native American tribes (appointed by Governor's Tribal Advisor across four geographical regions, including representation from nonfederally recognized tribes) and one member appointed by the Superintendent

Requires task force to gather public comments, develop best practices and protocols, and submit recommendations for legislation and policies to the Legislature by April 1, 2023

Task force must hold at least four public meetings annually at geographically diverse sites in compliance with the Bagley-Keene Open Meeting Act, with meetings beginning on or before April 1, 2022

Provisions are repealed on January 1, 2024
