Allocates $10,000,000 to the Chancellor's Office of the California Community Colleges for the 2022-23 fiscal year to expand student pathways to biotechnology programs.

Authorizes funding for dual enrollment partnerships between community colleges and high school biotech academies, transfer pathway agreements with California State University and University of California systems, and student advising services.

Permits the Board of Governors of the California Community Colleges to contract with the Foundation for California Community Colleges for administrative support of biotechnology pathway expansion.

Requires the Chancellor's Office to submit a report by July 1, 2025 to the Legislature detailing student participation numbers, demographics, graduation rates, transfer outcomes, and successful public-private partnerships established.

Sunsets the program and repeals these provisions on January 1, 2026.
