Authorizes the Department of Transportation to sell excess real property to cities, counties, or city and counties at the original acquisition price (unadjusted for inflation) if the buyer agrees to use it solely for affordable housing, emergency shelters, or feeding programs.

Requires purchasers to maintain the property for these purposes for at least 55 years through a recorded covenant running with the land, and to ensure any new units added serve only these specified purposes.

Exempts sales from the California Environmental Quality Act and related environmental review requirements, except the department must file a notice of exemption with the Office of Planning and Research and the county clerk.

Makes the property sale "as is" with the purchaser assuming full responsibility for environmental compliance, hazardous materials remediation, zoning compliance, and indemnifying the department from all liabilities.

Allows the department to designate a monitoring agency to ensure compliance with property use restrictions, which may charge fees to recover monitoring costs.
