Ratifies two tribal-state gaming compacts executed on April 19, 2021: one between California and the Santa Rosa Indian Community of the Santa Rosa Rancheria, and one between California and the Middletown Rancheria of Pomo Indians of California.

Exempts specified tribal gaming compact-related actions from California Environmental Quality Act (CEQA) requirements in deference to tribal sovereignty, including execution of compacts, amendments, and intergovernmental agreements.

Exempts on-reservation impacts of compliance with the ratified compacts from CEQA review, while preserving CEQA requirements for cities, counties, state agencies, and local jurisdictions in other contexts.

Took effect immediately upon approval by the Governor on September 24, 2021, as an urgency statute.
