Defines a "law enforcement gang" as a group of peace officers within a law enforcement agency that engages in a pattern of on-duty behavior intentionally violating the law or professional policing standards, including excessive force, falsifying reports, discrimination, evidence destruction, and retaliation against officers who report misconduct.

Requires every law enforcement agency to maintain a policy prohibiting participation in law enforcement gangs and making such participation grounds for termination.

Mandates law enforcement agencies disclose to other agencies conducting background investigations when a peace officer is terminated for participation in a law enforcement gang, unless specifically prohibited by law.

Allows local agencies to impose greater restrictions on law enforcement gang membership and participation beyond state requirements.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to existing statutory procedures.
