Extends the requirement that at least 20% of program funding support early commercial deployment of existing zero- and near-zero-emission heavy-duty truck technology from December 31, 2021 to December 31, 2026.

Requires that at least 20% of the 20% funding allocation specifically support early commercial deployment of existing near-zero-emission heavy-duty truck technology.

Defines "near-zero-emission heavy-duty truck" as a vehicle with gross vehicle weight rating of at least 14,001 pounds certified to meet 0.02 grams per brake horsepower-hour nitrogen oxide emissions standards through December 31, 2026, and 0.01 g/bhp-hr standards beginning January 1, 2027.

Revises the definition of "zero-emission" to include vehicles, fuels, and related technologies that reduce greenhouse gas emissions and improve air quality compared with conventional alternatives, as defined by the State Air Resources Board.

Requires the State Air Resources Board to develop a three-year investment strategy for zero- and near-zero-emission heavy-duty vehicles and equipment, including assessment of available funding, portfolio descriptions, and schoolbus program milestones.
