Defines "reusable beverage container" as a glass beverage container with an established refund value that is processed for washing and refill by a beverage manufacturer

Authorizes processors to satisfy container cancellation requirements by washing reusable beverage containers or transferring them to another approved processor for washing instead of rendering them unfit for redemption

Requires the Director of Resources Recycling and Recovery to adopt regulations by January 1, 2024 establishing requirements and standards for certification and operation of additional processor models needed to implement reusable container washing provisions

Establishes that processing payments for reusable beverage containers shall be the same amount paid for other glass beverage containers

Declares that no state reimbursement to local agencies or school districts is required because costs result only from creating new crimes or infractions related to reusable beverage containers
