Requires the Office of Emergency Services to submit an annual written report no later than January 15, 2022, and each year thereafter to four legislative committees detailing priority investments and expenditures under the California Disaster Assistance Act.

Report must include funding priorities and methodology, how investment priorities are determined, descriptions of projects funded over the current year and three prior fiscal years, and lists of unfunded applications.

Report must address use of equity metrics in project awards, involvement of local emergency managers in priority development, and expenditures to eligible nonprofit entities.

Moneys in the Disaster Assistance Fund are available for report preparation costs only upon legislative appropriation.

Takes effect immediately as an urgency statute due to ongoing threats from wildfires, earthquakes, floods, and other hazards.
