Requires persons under 18 years of age to wear a properly fitted and fastened helmet meeting American Society for Testing and Materials or United States Consumer Product Safety Commission standards when riding an equestrian animal on a paved highway.

Requires all persons riding equestrian animals on paved highways during hours of darkness to wear reflective gear visible from 500 feet on rear and sides, or display a white light lamp visible from 300 feet in front and sides.

Exempts helmet and reflective gear requirements for riders participating in parades, festivals, or crossing a paved highway from an unpaved highway.

Violations constitute infractions punishable by a fine of not more than $25, with first-time offenders able to have charges dismissed if they allege in court under oath it is their first violation.

Parents or legal guardians of unemancipated minors are jointly and severally liable for fines imposed on their minor child.
