Beginning January 1, 2023, grantees and entities operating specified state homelessness programs must enter Universal Data Elements and Common Data Elements from the HUD Homeless Management Information System into their local systems as a condition of receiving state funds.

Required data entry applies to 10 specific programs including Homekey, Housing for a Healthy California, No Place Like Home Program, Multifamily Housing Program, Veterans Housing and Homeless Prevention Act, and several others, with extensions available for new programs and grantees.

The Homeless Coordinating and Financing Council must provide technical assistance to programs not already collecting required data elements and share aggregate data summaries with administering state agencies within 45 days of receipt.

Establishes the Homeless Data Integration System as the statewide data warehouse collecting local Homeless Management Information System data, with health information and personal identifying information exempted from public disclosure under the California Public Records Act.

All continuums of care operating in California must provide collected data elements, including health information, to the Homeless Data Integration System in manner consistent with federal law.
