Establishes the California Fire Safe Council within the Natural Resources Agency consisting of 11 members, including representatives from state agencies (Natural Resources, Forestry and Fire Protection, Emergency Services, and Conservation), a state conservancy representative, and six public members appointed by the Secretary of the Natural Resources Agency, Speaker of the Assembly, and Senate Committee on Rules.

Requires the council to identify and coordinate wildfire mitigation programs administered by state, regional, and local agencies, identify public and private programs for home hardening and community resilience, conduct outreach to regional and local wildfire mitigation groups, and make recommendations to the Legislature on program coordination.

Mandates the council meet at least six times per year and requires public members to have demonstrated background in fire prevention, fire mitigation, or fire science.

Requires the Natural Resources Agency to post the council's membership and recommendations on its website.

Allocates up to $7,000,000 from the Greenhouse Gas Reduction Fund to the Natural Resources Agency upon legislative appropriation to implement the council.
