Establishes a Department of Motor Vehicles program to authorize entities to issue alternative devices (digital displays, apps, etc.) to replace conventional license plates, stickers, tabs, and registration cards, subject to approval by DMV and California Highway Patrol.

Prohibits alternative devices from including GPS or vehicle location tracking technology except for fleet vehicles, commercial vehicles, and those operating under occupational licenses; requires tracking capability to be user-disableable and visually indicated when active.

Requires employers to provide advance written notice before monitoring employees via alternative devices during work hours and only when strictly necessary for job duties; prohibits retaliation for employees disabling monitoring outside work hours, with civil penalties of $250 for initial violations and $1,000 per employee for subsequent violations.

Mandates DMV adopt regulations establishing safety standards, data privacy protocols, product oversight requirements, and reasonable fees; requires device providers to submit business plans including cybersecurity measures, product support plans, and data protection compliance with the California Consumer Privacy Act.

Requires DMV to recall by January 1, 2024 any devices with tracking technology already issued under the previous pilot program to vehicles not authorized to have such technology; allows device failures to be treated as correctable violations if certain conditions are met.
