Expands workers' compensation presumptions for hernia, pneumonia, heart trouble, cancer, tuberculosis, bloodborne infectious diseases, methicillin-resistant Staphylococcus aureus skin infections, and meningitis to lifeguards employed year-round on a full-time basis in the Boating Safety Unit by the City of San Diego Fire-Rescue Department.

Extends presumptions for post-traumatic stress disorder and exposure to biochemical substances to lifeguards in the Boating Safety Unit by the City of San Diego Fire-Rescue Department.

Increases the period after employment termination during which lifeguards in the Boating Safety Unit by the City of San Diego Fire-Rescue Department can file claims for skin cancer from 60 months to a longer period based on years of service.

Makes these injuries rebuttable presumptions that are presumed to arise out of and in the course of employment unless controverted by other evidence.

Includes legislative findings that a special statute is necessary for lifeguards in the City of San Diego Fire-Rescue Department's Boating Safety Unit because their work requires the same workers' compensation protections afforded to other public safety employees.
