Lowers voter approval threshold from two-thirds to 55 percent for local bond measures funding public infrastructure, affordable housing, and permanent supportive housing for homeless persons.

Allows cities, counties, and special districts to impose sales taxes, transactions taxes, or parcel taxes for affordable housing and public infrastructure projects with 55 percent voter approval instead of the standard two-thirds requirement, if accountability measures are included.

Requires propositions to include accountability measures: specific project lists, annual independent audits, public posting of audit results, and citizen oversight committees to ensure funds are used only for stated purposes.

Defines eligible infrastructure projects to include water systems, sewers, wastewater treatment, sea level rise protection, parks, broadband expansion, hospitals, public safety facilities, libraries, and transit improvements.

Applies to any local measure imposing these taxes or bonds that is submitted at the same election as this constitutional amendment.
