Commends immigrant community leaders who have advocated for pro-immigrant policies over the past 25 years, including the Safe and Responsible Driver Act, Health for All Kids, California Dream Act, and California Values Act

Acknowledges that California's immigrant communities continue to face challenges including exclusion from health care, ICE deportation operations, barriers to due process, and lack of access to citizenship relief resources

Notes that approximately 75 percent of California adults support the inclusion rather than deportation of undocumented immigrants, representing a transformation in public opinion since Proposition 187 in 1994

Calls for continued structural changes and policy reforms, including the California Immigrant Equity Budget, to ensure full inclusion of all Californians
