Request that the Independent System Operator produce a report by February 28, 2023, summarizing recent studies on impacts of expanded regional cooperation on California in consultation with California balancing authorities.

Report must identify key issues advancing the state's energy and environmental goals and include available studies on regionalization's impact on transmission costs and reliability for California ratepayers.

Report should include updated transmission development and resource diversity estimates from the 2021 SB 100 Joint Agency Report and discuss regional transmission organizations in Colorado, Nevada, and other western states.

Report must address collaboration between states on energy policies to maximize consumer savings while respecting state policy autonomy and engagement on the future of regional transmission organizations in the west.

Direct the Chief Clerk of the Assembly to transmit copies of the resolution to the Independent System Operator.
