Encourages Californians to develop emergency preparedness plans including access to shelter, food and water reserves, backup power for communications, pet plans, and transportation options.

Notes that California experienced 11 declared emergencies in the prior year including fires, drought, extreme heat, winter storms, and oil spills, with hundreds of thousands subject to mandatory evacuations.

Urges the Legislature and Californians to recognize the critical importance of advance emergency planning given the increased frequency of natural disasters and manmade emergencies in the state.
