Designates a specified portion of State Highway Route 1 in Seaside between Exit 406 (Lightfighter Drive, postmile R82.759) and Exit 404 (Fremont Boulevard and Del Monte Boulevard, postmile R80.970) as the Staff Sergeant Robert Scott Johnson Memorial Highway.

Requests the Department of Transportation to determine the cost of appropriate signs displaying this special designation.

Authorizes the Department of Transportation to erect commemorative signs upon receiving donations from nonstate sources sufficient to cover the cost.

Honors Staff Sergeant Robert Scott Johnson, a Monterey Peninsula native born February 10, 1981, who died during Operation Iraqi Freedom and received posthumous awards including the Bronze Star Medal, Purple Heart, and Combat Action Badge.
