Designates a specified portion of State Highway Route 41 in Fresno County, from the East Jensen Avenue Overcrossing (postmile R21.113) to the South Fresno Viaduct (postmile R22.107), as the Tom Seaver Memorial Highway.

Requests the Department of Transportation determine the cost of appropriate signs displaying this special designation and erect the signs upon receiving sufficient donations from nonstate sources to cover the cost.

Honors Tom Seaver, a Fresno-born Baseball Hall of Famer who played 20 seasons in Major League Baseball, primarily for the New York Mets, and achieved 300 wins and 3,640 strikeouts in his career.

Recognizes Seaver's accomplishments including election to the Baseball Hall of Fame in 1992 with 98.84 percent of votes, retired number 41 by the Mets in 1988, and various hall of fame inductions.
