Requests the State Department of Education to establish and manage a program designating schools that support military-connected pupils as Purple Star Schools.

Requires Purple Star Schools to designate a staff member as a point of contact for military families, maintain a dedicated webpage with resources, operate a pupil-led transition program with a coordinator, and provide staff professional development on military-connected student issues.

Directs the State Department of Education to use the Military Child Education Coalition as a resource for establishing and managing California's Purple Star School Program.

Acknowledges that military-connected pupils move 6-9 times between kindergarten and high school graduation and face unique educational and social-emotional challenges due to parent deployments and frequent relocations.

Notes that nine states (Arkansas, Georgia, Indiana, North Carolina, Ohio, South Carolina, Tennessee, Texas, and Virginia) have already established Purple Star School programs.
