Designates the portion of Westside Parkway between the Coffee Road offramp and the Allen Road offramp on State Route 58 in Kern County as the Harvey L. Hall Memorial Highway.

Requests that the Department of Transportation determine the cost of appropriate signs displaying this special designation and erect those signs upon receiving donations from nonstate sources to cover the costs.

Honors Harvey L. Hall, a pioneer of emergency medical services in California and Bakersfield's 25th mayor (longest-serving), who passed away on May 19, 2018, at age 77.

Recognizes Hall's 58-year career founding and growing Hall Ambulance Service to serve 88 percent of Kern County's population and his work addressing homelessness and community service during his four terms as mayor.
