Commends Congress for enacting the Ocean Shipping Reform Act to alleviate congestion at California's ports caused by COVID-19 pandemic disruptions.

Urges Congress to enact additional legislation ensuring California's importing and exporting capabilities return to pre-pandemic levels.

Notes that port congestion has caused imported goods to be destroyed and perishable items to expire, while creating severe bottlenecks for exports of time-sensitive goods.

Recognizes that in 2019, over $174 billion in goods were exported from California's ports and shipping is critical to the U.S. economy.

Directs the Chief Clerk of the Assembly to transmit copies of the resolution to federal leaders including the President, Vice President, Speaker of the House, Senate Majority Leader, and California's congressional delegation.
