Urges the United States Congress to pass and the President to sign the John Lewis Voting Rights Act, which would update and restore Section 4(b) of the Voting Rights Act of 1965.

References the 2013 Supreme Court decision in Shelby County v. Holder that struck down Section 4(b), effectively eliminating the preclearance requirement that subjected certain jurisdictions with a history of voting discrimination to federal approval before enacting voting law changes.

Honors the legacy of John Lewis and the Civil Rights Movement, including the March 7, 1965 "Bloody Sunday" march from Selma to Montgomery where peaceful voting rights activists were violently attacked.

Notes that Congress has failed to pass legislation updating Section 4(b) for eight years since the Shelby County decision, leaving much of the Voting Rights Act ineffective.

Directs the Chief Clerk of the Assembly to transmit copies of this resolution to the President, Vice President, congressional leadership, and California's federal representatives.
