Requests the Biden Administration ratify the Basel Convention as a matter of urgency, specifically including the May 2019 amendment classifying mixed and contaminated plastic waste as hazardous material.

Notes the United States is among only seven countries that have not ratified the Basel Convention, which requires notification and consent from receiving countries before waste exports as of January 1, 2021.

Identifies California as the nation's largest exporter of plastic waste to developing countries, exporting 7,782 metric tons of mixed waste per month in 2020 (27 percent of national exports), and expresses concern about illegal trafficking and unproper recycling practices.

Directs the Chief Clerk of the Assembly to transmit the resolution to the President of the United States, Congress, and the Secretary of State.
