Commends President Joe Biden and Vice President Kamala Harris for commitment to strengthen the nation for persons living with HIV and affected communities.

Calls upon the Biden-Harris Administration to expeditiously reestablish the White House Office of National AIDS Policy within the Domestic Policy Council with adequate budget and staffing.

Requests appointment of a Director for the Office with deep understanding of clinical, social, and economic needs of people with HIV to coordinate HIV policy across the executive branch.

Directs the Office to review the Trump Administration's HIV federal action plan and develop an evidence-based update to the National HIV/AIDS Strategy while engaging with diverse HIV community stakeholders.

Requires the Office to fund policy research emphasizing reduction of HIV-related health disparities and ensure the Director keeps the President and Vice President informed on emerging HIV prevention and treatment innovations.
