Adds sea level rise planning and mitigation as a basic goal of California's coastal zone management and requires the California Coastal Commission to provide recommendations and guidelines for identification, assessment, and mitigation of sea level rise in local coastal programs.

Requires state and regional agencies to identify, assess, and mitigate impacts of sea level rise consistent with their statutory authorities.

Establishes the California Sea Level Rise State and Regional Support Collaborative within the Ocean Protection Council to provide technical assistance and grant funding up to $100,000,000 annually to local and regional governments for updating land use plans and implementing sea level rise adaptation measures.

Increases annual Environmental Justice Small Grant Program funding from $1,500,000 to $2,000,000, with up to $500,000 designated for organizations addressing sea level rise effects in disadvantaged communities.

Requires the Secretaries for Environmental Protection and Natural Resources Agency to annually report to the Legislature's budget committees on implementation of sea level rise mitigation programs.
