Requires law enforcement agencies, including municipal police, county sheriffs, university/college police, and California Highway Patrol, to ensure public access to radio communications by January 1, 2024.

Permits compliance through unencrypted radio frequencies, online streaming, or providing encrypted communication access for a reasonable fee.

Exempts encrypted channels used exclusively for confidential information and tactical/undercover operations that would jeopardize public or officer safety.

Mandates agencies adopt policies preventing criminal justice information and personally identifiable information from CLETS from being broadcast publicly, with exceptions for previously disclosed information or emergency safety situations.

Provides that if the Commission on State Mandates determines this bill creates state-mandated costs, reimbursement to local agencies shall be made under existing Government Code provisions.
