Authorizes licensed clinical social workers (LCSWs) with a master's degree in clinical social work and at least two years of clinical experience to provide mental and behavioral health treatment to injured workers within the workers' compensation system.

Requires that LCSW treatment be provided only upon referral from a physician and prohibits LCSWs from determining worker disability.

Expands the definition of "medical treatment" in workers' compensation to include LCSW services, making employers responsible for providing or contracting for such treatment.

Allows medical provider networks to add LCSWs to their physician provider listings and permits employers to provide employees access to LCSW services.

Amends health care organization contracts to include LCSW services as required treatment for injured employees.
