Department of Justice shall administer a competitive grant program to enable local law enforcement agencies to establish and operate homeless outreach teams, to the extent funding is provided.

Homeless outreach teams funded through grants must be composed of a mental health professional, a medical services professional, and a county welfare department representative, and may optionally include a law enforcement officer.

Team members other than the county welfare department representative may be volunteers, nonprofit agency staff, or students in relevant fields of study.

"Homeless outreach team" is defined as equivalent to "homeless adult and family multidisciplinary personnel team" under Welfare and Institutions Code Section 18999.8.
