Requires state prisons and state-operated youth detention facilities to provide free voice communication services to incarcerated persons, with operational discretion retained by the Department of Corrections and Rehabilitation.

Prohibits state, county, and city agencies from receiving revenue from communication services provided to persons in their custody in correctional or detention facilities.

Directs the Public Utilities Commission to establish service quality standards for incarcerated persons calling services that communication service providers must follow when serving state and local correctional or detention facilities.

Applies free communication service requirements to county and city youth residential placement and detention centers, with the same prohibition on agencies receiving revenue from these services.
