Extends home address confidentiality protections to code enforcement officers (as defined in Penal Code Section 829.5) and parking control officers employed by public agencies, subject to existing exceptions for courts, law enforcement, and attorneys demonstrating need through subpoena.

Requires the Department of Motor Vehicles to charge a fee sufficient to cover reasonable costs for confidentiality requests made on or after January 1, 2022.

Maintains existing disclosure exceptions for courts, law enforcement agencies, the State Board of Equalization, attorneys in civil or criminal actions, and governmental agencies requiring the information by law.

Includes legislative findings pursuant to California Constitution Article I, Section 3, demonstrating that protecting the privacy of code enforcement and parking control officers' home addresses outweighs the public's interest in disclosure.
