Specifies that census tracts referenced in existing law for neighborhood-restricted special on-sale general licenses in San Francisco correspond to those identified in the 2010 Census.

Increases the maximum number of special temporary beer or wine licenses that nonprofit corporations may obtain from 3 to 4 per calendar year.

Expands the requirement for special licenses issued for longer than 2 days from being used "solely for retail sales in conjunction with" fundraising events to being used "solely in conjunction with" fundraising events.

Authorizes electronic mail and electronic payment methods (including the department's online payment portal) for license renewal processes and reinstatement of canceled licenses, replacing references to postal mail and limiting payment methods to cashier's check or money order.

Permits hearings on protests, accusations, or petitions for alcoholic beverage licenses to be conducted in whole or in part by electronic means, with parties able to request in-person hearings by written motion establishing good cause to the presiding officer.
