Expands beverage container recycling requirements to include wine, distilled spirits, and beverages in box/bladder/pouch containers starting January 1, 2024, with a $0.25 redemption value for wine and distilled spirit containers.

Requires wine direct shipper permit holders to register as beverage manufacturers and distributors and comply with recycling payments and reporting requirements, with enforcement through the Department of Alcoholic Beverage Control.

Increases convenience zone radius from 0.5 miles to 1 mile around supermarkets and establishes dealer cooperatives as an alternative to individual dealer compliance, eliminating the $100/day penalty option effective January 1, 2025.

Increases annual quality incentive payments for empty glass beverage containers from $10,000,000 to $15,000,000 and authorizes up to $60,000,000 annually for glass market development payments and new grant programs for glass cullet processing, transportation, and collection.

Raises civil penalties for violations from $1,000/$5,000 to $5,000/$10,000 and extends plastic market development payment provisions through fiscal year 2025-26; appropriates $10,000,000 to community conservation corps for litter reduction and recycling programs.
