Authorizes confidential information sharing between the Independent System Operator and state agencies for transmission planning purposes without constituting a waiver of public records exemptions.

Requires the State Water Project to procure eligible renewable and zero-carbon resources, with allowances for deferring procurement until 2040 if early termination of existing fossil generation contracts would be uneconomical.
