Grants prospective tenants the right to obtain a residential energy efficiency disclosure statement from the owner or agent of a residential dwelling unit before renting.

Requires owners or agents to provide the disclosure statement to prospective tenants before entering a rental agreement, accepting application fees, accepting other fees, or requiring any writings that would initiate a tenancy.

Exempts rental agreements where all energy consumption is charged to the tenant as a fixed amount regardless of actual consumption and rental agreements lasting less than 30 days.

Requires the State Energy Resources Conservation and Development Commission to prepare and post a residential energy efficiency disclosure statement form on the internet by December 31, 2023.

Requires the commission to prepare and post suggested energy efficiency standards for residential property owners and agents on the internet, considering available incentives from utilities and community choice aggregators.

Becomes operative on January 1, 2024.
