Modifies the definition of "San Diego River area" to mean lands within the watershed of the San Diego River from its headwaters near Julian to the Pacific Ocean at Dog Beach in San Diego

Revises the definition of "tribal nation" to mean a Kumeyaay Band that is either a federally recognized tribe or a nonfederally recognized California Native American tribe on the Native American Heritage Commission's contact list, located within traditionally and culturally affiliated ancestral Kumeyaay territory in San Diego County

Increases the governing board voting members from 15 to 16 by adding one member of the City Council of El Cajon, elected by majority of the council

Changes the conservancy's jurisdiction to be limited to the watershed of the San Diego River
