Authorizes the Department of Parks and Recreation to enter into a lease agreement with the City of San Diego to lease the property known as Villa Montezuma.

Requires the State Park and Recreation Commission to classify Villa Montezuma as a unit of the state park system following the lease agreement.

Requires the Department of Parks and Recreation to prepare a general plan for the property pursuant to existing state park planning requirements.

Authorizes the department to enter into an operating agreement with a qualified nonprofit organization for development, improvement, restoration, maintenance, and operation of the property, consistent with the general plan.

Makes a legislative finding that a special statute is necessary to ensure the perpetual preservation of Villa Montezuma's unique historical and cultural significance in San Diego.
