Requires political parties and unaffiliated presidential candidates to nominate alternate electors in addition to regular elector nominees for each elector position in California.

Mandates that each elector and alternate elector execute a written pledge to cast their ballots for the presidential and vice presidential candidates to whom they are pledged, with pledges transferring to successor candidates if a candidate dies or withdraws.

Establishes that an elector who votes in violation of their pledge automatically vacates their position, with the Secretary of State filling vacancies using a specified order of precedence beginning with the alternate elector.

Designates the Secretary of State to preside over the elector meeting, examine ballots for pledge compliance, and reject ballots cast in violation of pledges; requires amended certificates of ascertainment if the final list of electors differs from initially certified lists.

Extends compensation of $10 plus mileage reimbursement to alternate electors and removes criminal penalties previously applicable to presidential elector violations.
