Requires the State Energy Resources Conservation and Development Commission to submit a study to the Governor and Legislature by January 1, 2024, identifying proposals to accelerate electrical transmission grid development and reduce costs to ratepayers.

Study must consider public financing mechanisms for transmission projects, public-private partnerships for siting and permitting, streamlined permitting processes, and other cost-reduction proposals identified by the commission.

Directs the commission to consult with the Public Utilities Commission, Treasurer's Office, Governor's Office of Business and Economic Development, Independent System Operator, and California balancing authorities during the study.

Requires the study to include estimated cost savings for each proposal and analyze potential impacts on the state's liability for damages caused by transmission facilities, including wildfire damages.

Mandates public input opportunities on which proposals to consider and on draft findings and recommendations; the bill's requirements expire and are repealed on January 1, 2025.
