Establishes the California Ocean Corps Program to provide competitive grants to certified local conservation corps in coastal counties for young people ages 16-30 to access workforce training and education in ocean and coastal conservation fields.

Prioritizes grants to corps located in counties impacted by the Huntington Beach oil spill (October 2021), particularly Orange County.

Requires funded programs to address climate change impacts on coastal resources (sea level rise, erosion, flooding) while providing workforce development opportunities including education, training, certifications, and job placement services.

Director must develop program guidelines in consultation with State Coastal Conservancy, California Coastal Commission, Ocean Protection Council, and local conservation corps before awarding grants.

Director shall report on program outcomes and performance measures to the Legislature by January 1, 2026; program sunsets January 1, 2027, contingent on legislative appropriation.
