Prohibits stores from providing precheckout bags to customers on and after January 1, 2025, unless the bag is either a compostable bag meeting specified standards with a minimum 15-inch mouth width or a recycled paper bag

Defines "precheckout bag" as a bag provided to a customer before checkout designed to protect items from damage or contamination, or to contain unwrapped food items such as produce, meat, fish, nuts, grains, candy, and bakery goods

Expands the definition of "implies" for biodegradable product labeling prohibitions to include using green, beige, or brown tinting or color schemes on plastic precheckout or carryout bags that are not eligible to be labeled as compostable or home compostable

Effective September 30, 2022, with precheckout bag restrictions taking effect January 1, 2025
