Renames the Baldwin Hills Conservancy to the Baldwin Hills and Urban Watersheds Conservancy and expands its jurisdiction to include the southern Ballona Creek Watershed and Upper Dominguez Channel area.

Eliminates the January 1, 2026 sunset date, making the conservancy permanent rather than temporary.

Expands the conservancy's governing board from 13 voting members to 15 voting members and from 7 to 12 nonvoting members, adding representatives from the cities of Los Angeles and Culver City, the South Bay Cities Council of Governments, and Los Angeles County District 2.

Requires the conservancy to develop a watershed and open-space plan with a legislative report due by January 1, 2024, and establishes the Baldwin Hills, Southern Ballona Creek Watershed, and Upper Dominguez Channel Urban Watershed Improvement Program focused on climate change adaptation and watershed health.

Authorizes the conservancy to administer funds from future bond acts and local initiative measures in addition to existing appropriations and revenue sources.
