Amends Penal Code Section 12022.7 to define "great bodily injury" to include cases where a person who sells, furnishes, administers, or gives away a controlled substance and the recipient suffers great bodily injury from using that substance.

Expands the scope of existing great bodily injury enhancement provisions that impose additional 3- to 6-year consecutive prison terms, making them applicable to controlled substance distribution cases resulting in injury.

Declares that no state reimbursement is required under Article XIII B of the California Constitution because the bill creates new crimes or changes penalties within the scope of existing reimbursement exemptions.
