Extends exemptions from the Ralph M. Brown Act and Bagley-Keene Open Meeting Act to special education community advisory committees, while requiring them to hold open public meetings with 72-hour notice and posted agendas.

Clarifies that boundary requirements for high school districts also apply to unified school districts, requiring boundaries to be coextensive with component districts and that territory changes be reflected in both the component and high school/unified district.

Modifies school district reorganization appeal procedures by requiring state board decisions on territory transfer appeals be sent directly to the county superintendent of schools, and authorizes appeals of county committee recommendations for reorganization or elections.

Changes references from "mentally gifted pupils" to "pupils enrolled in programs for gifted and talented pupils" regarding exclusion of voluntary weekend attendance from average daily attendance calculations.

Removes authority for the Commission on Teacher Credentialing to establish alternative criteria for participants in the Science, Technology, Engineering, Math, and Career Technical Education Educator Credentialing Program who are not eligible for accreditation by accredited organizations.
