Requires the Employment Development Department to collect demographic data (race, ethnicity, sexual orientation, and gender identity) from individuals claiming disability benefits or paid family leave benefits by July 1, 2026

Mandates use of standardized federal Office of Management and Budget race and ethnicity categories, with detailed subgroup data collection for Hispanic/Latino and Asian/Pacific Islander populations

Requires collection of sexual orientation and gender identity data in accordance with Government Code Section 8310.8

Directs the department to create and maintain a publicly accessible online dashboard updated quarterly showing disaggregated demographic data on program participation, benchmarked against state population estimates

Makes an appropriation from the Unemployment Compensation Disability Fund for the new administrative costs of implementing demographic data collection and dashboard requirements
