Requires special election petitions to include the election official's cost estimate expressed on both a total basis and a per-pupil or per-student basis.

Changes the timeline for conducting special elections from "no later than the 130th day" to "not less than 88, nor more than 125 days" following the order of the election.

Allows special elections to be conducted within 180 days after the order if consolidated with a regularly scheduled election.

Establishes that reimbursement for any state-mandated costs shall be made pursuant to existing statutory procedures under Part 7 of Division 4 of Title 2 of the Government Code.
