Allow the State Energy Resources Conservation and Development Commission to make appliance efficiency standards effective sooner than one year after adoption or revision if the commission makes a finding of good cause, considering factors such as product market availability, manufacturer impact, health and safety benefits, and innovation concerns.

Extend compliance requirements for appliance manufacturers to certify that new appliances meet not only efficiency standards but also other cost-effective measures prescribed by the commission.

Define "sold or offered for sale in the state" to include all sales channels regardless of seller location, including internet, telephone, and mail order transactions.

Require that other cost-effective measures prescribed by the commission not result in any added total costs for consumers over the designed life of impacted appliances.

Add legislative findings supporting the authority to shorten the one-year waiting period for new appliance efficiency standards, recognizing the increased pace of technological advancement.
